Due to evolving buying behaviors and changes in how sales taxes is credited to cities\, the City has seen a flattening of sales tax revenue\, and projects a $3 million shortfall for the 2019-2020 biennium. The City has already reduced spending by 3% for most departments\, and 1.5% each for Police and Fire. Nearly 60% of the City’s revenue supports the critical public safety functions of Police\, Fire\, and Public Works.
