Tukwila International Boulevard Neighborhood Planning
In 2017, the City of Tukwila partnered with the Congress for New Urbanism (CNU) to develop an implementation plan for the Tukwila International Boulevard neighborhood — the corridor from S 139th St. to S 160th St. The effort, known as TIB Rising, built on the TIB District Element of the 2015 Comprehensive Plan and produced a series of recommendations for zoning, street design, walkability, and neighborhood character.
Following the CNU work, the City pursued interim zoning code revisions through 2020–2021 to restrict certain auto-oriented and lodging uses in the RC and NCC zoning districts. Those revisions were ultimately superseded by the comprehensive 2025 TIB zoning update.
Community’s vision
The TIB Rising process identified a community vision for a complete, walkable neighborhood with a thriving multicultural residential and business community — an authentic main street connected to other destinations, with living-wage employment opportunities and a strong sense of safety and community.
