Administration

The Public Works Administration division provides support to the entire department through budgeting and financial management, contracting and grant administration, data analysis, strategic planning, and staff development. The Public Works Director supervises the Admin team as well as division managers for the Engineering Division, Fleet & Facilities Division, Maintenance & Operations Division. The Admin team is responsible for oversight of the Department’s operating and capital budgets including: the Equipment Rental and Replacement Fund, and the water, sewer and surface water enterprise funds.

Engineering

The Engineering Division provides professional and technical services for planning, design, construction, maintenance, and operation of the water, sewer, surface water and transportation infrastructure systems. The Engineering Division is made up of two teams, Transportation and Utilities, and manages capital improvement projects, through consultant contracts, construction contracts, and coordination with City maintenance forces, as well as the NPDES (National Pollutant Discharge Elimination System) program. The Division is managed by the City Engineer who reports to the Public Works Director and is assisted by two Senior Program Managers, and the NDPES Program Coordinator. The City Engineer also coordinates with the Department of Community Development on long range planning, permit review, design standards, and code enforcement issues affecting the City’s public infrastructure.

Maintenance and Operations

The M&O Division oversees the daily management of existing streets, bridges, traffic, water, sanitary sewer, and stormwater assets, as well as support and coordination for the county’s levee and flood risk reduction facilities located in the City. The Division is managed by the Maintenance Operations Manager who reports to the Director of Public Works, and is assisted by three Superintendents (Streets, Water, Sewers).

Fleet & Facilities

The F&F Division oversees the daily management of City-owned facilities, vehicles, and specialty equipment through preventive maintenance, repair, and asset management programs. Programs are executed through a combination of in-house labor and contracted services. The City also provides services through an Interlocal Agreement to the City of SeaTac for fleet maintenance of roughly 300 pieces of equipment. The Division is managed by the Internal Operations Manager, who reports to the Public Works Director and is assisted by two Superintendents (Fleet and Facilities).
