Submit a Hearing Request By Mail or In Person
All hearing requests must be submitted in writing. You may request a hearing by completing the hearing request form on the bottom of your ticket and submitting it to:

Submit a Hearing Request & Declaration of Non-responsibility (photo enforcement only)
If the registered owner of the vehicle was not driving, the owner of the vehicle may submit a sworn statement under the penalty of perjury stating they were not in control of the vehicle at the time of the incident. Only the owner of the vehicle may submit the declaration.
An administrative hearing will be set for the court to review the declaration. You do not need to appear for this hearing. Upon review, the court’s ruling will be emailed to you. Instructions for filing a Declaration of Non-responsibility and requesting an administrative hearing through our e-hearing portal can be found by clicking here. You may select the below icon to schedule a hearing. A declaration will also be provided to you through the same website once a hearing date is selected.
Please be advised that this declaration may not be used by employers/principals to transfer responsibility to their employees/agents. As a matter of law, a vehicle registered to an employer/principal that is driven by an employee remains in the “care, custody, and control” of the employer/agent and thus, the employer/principal is responsible for the payment of the penalty.
