Department of Community Development

The Department of Community Development (DCD) handles land use, planning, environmental sustainability, and code enforcement for Tukwila. Building, renovating, subdividing, or changing how a property is used — including right-of-way work and stormwater connections — starts here at DCD.

The Department of Public Works maintains the City’s roads, utilities, and infrastructure. Private development work that connects to or affects that infrastructure is still permitted through DCD.

Plans & policies

DCD is guided by the City’s Strategic Plan and the 2024–2044 Comprehensive Plan, adopted December 16, 2024 — the long-range blueprint for land use, housing, and infrastructure over the next 20 years. Other planning efforts including neighborhood studies, urban forestry, and shoreline management are coordinated through the Planning Division.
