Comprehensive Plan

The 2024–2044 Comprehensive Plan was adopted by City Council on December 16, 2024. A final formatted version is being finalized — check back soon. The 2015 version remains available for reference.

Tukwila’s Comprehensive Plan is a long-term blueprint that reflects the community’s values and priorities to guide growth and development over 20 years. It anticipates change and provides guidance for future legislative and administrative decisions.

The 2024 Comprehensive Plan ordinance covers housing, transportation, economic development, capital facilities, utilities, the natural environment, and land uses across the city’s subareas. The plan focuses on three critical issues: housing affordability and variety, climate change and community resilience, and equity — ensuring City resources and services support all parts of the community over the next 20 years.

As part of the plan update, the City also adopted Middle Housing zoning amendments in response to state legislation. Learn more about Middle Housing in Tukwila.

Plan amendments

Applications for Comprehensive Plan amendments are accepted by 5:00 PM on the first Monday of August each year and considered with the following year’s Annual Review Docket. See the Tukwila Municipal Code for details.
